CHANGES TO MICHIGAN LAW REGARDING SALES OF FIREARMS

(PA- 19 of 2023 - EFFECTIVE FEBRUARY, 13TH 2024)

So after hours and hours of consulting with various authorities in the industry, I think we have finally developed a solid reference to the changes in Michigan Law regarding sales of firearms. As I am not an attorney, this is a reference and I recommend verifying this information with your local law enforcement agency.

PISTOL

  1. SELLER is responsible to complete and submit the Firearms Sales Record (RI-060) to their local Police Dept. or Sheriff’s Office within 10 days.

  2. Out-of-State Carry Permit Exception STILL APPLIES.

  1. BUYER must obtain LTP (RI-010a) and present to Seller.

  2. SELLER is responsible to complete and submit the License to Purchase (RI-010a) to the Licensing Authority within 10 days.

  3. Out-of-State Carry Permit Exception STILL APPLIES.

  1. SELLER is responsible to complete and submit the Firearms Sales Record (RI-060) to their local Police Dept. or Sheriff’s Office within 10 days.

  2. FFL STILL must run a NICS background check.

  3. Out-of-State Carry Permit Exception STILL APPLIES.

  1. BUYER must first obtain LTP (RI-010a) to present to Seller (FFL)..

  2. FFL does not have to run a NICS background check (but is not prohibited from doing so) but CANNOT complete the sale until the buyer provides a LTP (RI-010a).

  3. Seller completes and returns the LTP to the Licensing Authority within 10 days.

  4. Out-of-State Carry Permit Exception STILL APPLIES.

LONG GUNS

(NOT INCLUDING NFA ITEMS)

  1. Firearm Sales Record (RI-060) must be completed by seller, including buyer’s CPL number.

  2. No paperwork submission required after the sale.

  3. Out-of-State Carry Permit Exception STILL APPLIES.

  1. BUYER must first obtain LTP (RI-010a) from Police Department or Sheriff’s Office.

  2. Seller to complete the LTP and provide a copy to the buyer.

  3. No paperwork submission required after the sale.

  4. Out-of-State Carry Permit Exception STILL APPLIES.

  1. FFL STILL must run a NICS background check (unless buyer has first obtained an LTP (RI-010a), which is NOT required for long guns purchased from an FFL).

  2. Firearms Sales Record (RI-060) must be completed by Seller (FLL) but is NOT required to be submitted to law enforcement after the sale.

  3. Out-of-State Carry Permit Exception STILL APPLIES.

Cancellation Policy: Students are required to cancel at least 72 hours in advance of the class date in order to receive a refund. A 20 dollar processing fee will be subtracted from the refund amount. Classes cancelled less than 72 hours before the class will not be refunded. Students may reschedule for a class at a later date, without incurring any fees, as it is at least 7 calendar days prior to the start of the class.
